Washington Duck Waters (also pheasants...but not in water)

I was wondering if any of you all knew the regs on hunting Washington state lakes for ducks. The lakes I have in mind are not populated at all, but one of them is closed to fishing starting Sept. If I'm in my boat and on the water, is this fair game? Maybe these are better questions for the WDFW or something, but any help counts. Thanks.

Next, I was wondering if anyone in the Spokane area would let me hunt their property for pheasants. I just graduated from EWU and I was married last week, and I am looking for a place that I can take my wife for quail or pheasant. I am willing to pay a small fee, complete some tasks around your home, or even get her to bake you a cake or something. If you, or someone you know would be so generous, just let me know.
