Bobber and nightcrawler the lakes and see what you catch. There's always a forage base. Go there at night and listen for frogs. Just because you can't 'see' them doesn't mean they aren't there.

Is there a specific species you would like to catch? Bobber and worm if not. That's how I started as a kid and the rig catches everything that swims.

This can vary by city and county as well! The specific ordinance should be posted as an RCW at the lake. Research that. Some places are "not attached", other places are "raised and bagged". So much depends on the type of water you're fishing?? I'm catching largemouth in a foot of water on some lakes and twenty feet on others.
