Rock lake is a little ways away. Near my place on Long Lake is the Ninemile Dam. Foot access, about 12 miles north of downtown, and holds some troutskies. Mostly stocked rainbows, but there are some serious german browns in this lake that make their way up there on occasion.

january in spokane if u want the best time fishing and dont want to drive 100 miles go to eloka lake with a lil tiny pole and an auger to make a hole in the ice warm cloths and hot drink u can sit there and catch 30-80 perch in 4 hrs of fishing some times you even catch bass i got that was almost 5 lbs barely got it though the hole

You didn't say lake or river, but in January there is a good chance the lakes will be freezing over. If you are going to be at Spokane Falls, why not try the Spokane River. It runs right next to the college and is open year around in that section. There are plenty of access points on the east side of the river by Downriver GC. There are some good sized rainbows and cutthroats in that section.
