Regulation changes?

Is there a process in Washinton state for sportsman to propose a rule change?

I fished Lake Whatcom several times this summer for Kokanee using the standard dodger, hoochie, corn set up and had a catch rate of 40% cutthroats on some days. I have heard similar stories from others. Seems to me the cutthroats have made a comeback and time to open up a limit of some sort. Very hard to believe there are a limited quantity in the lake. Knowing survival rate of these is low, especially the way several are hooked, is killing me and seems to be counterproductive and leading to extra harvest as I continue fishing for silvers.
