jd 39, The under 16 ft. under 10 hp is for boat non-registration, on waters not under the navigable waters rule. The under 15 hp is for boater education card and I don't recall the length rule there. Back to the original post this sounds like the same "Outstanding" WDFW agent who once told me that I was lucky I was on my electric troller, because if my 8 horse was touching the water he would write me a ticket for no registration while in my 10 foot livingston on Ohop, which hasn't seen an ebb since the glaciers receded. I went to DOL the next day and they printed the WAC for me on state registration letterhead. I kept that in my tackle box for years. I think I met that 'Fine" agent again a couple years ago in February when he tried to tell me my license was expired til I opened it and showed him the expiration of March 31! Wow, would think they should know that one without any question.

State law requires operators of motorboats with 15 horsepower or greater to take a safety education course and obtain a boater education card to operate a boat in Washington. Boaters can take an education course in a classroom, online, or at home.
Boating safety card and registration requirements are two different areas. Registration falls under the purview of DOL, which has nothing to do with boating safety, and the other, WA Recreation and Conservation Office, which has nothing to do with licensing. Hp limit for a boating safety card has nothing to do with hp requirement for registration. :-"

According to the Game Warden at the Big Horn Show - under 15' and under 10HP - no registration required.

Now that the Game a Warden from the "Big Horn Show" has spoken, I'm sure we have the most accurate answer.
