Question regarding June 1st opening

Thankfully the state and tribes came to an agreement and it seems as if it is good to go however, I have heard multiple people saying it cannot open until NOAA approves the plan. So my main question is will fishing be good to go tomorrow on the rivers that the state said will be opened or will we have to wait for NOAA and how long will that take if that's the case?
My second question is can I fish for kings on the Sky from the mouth of the Wallace upstream to that bridge below Reiter?

As far as I understand it, the rivers will only open when the NOAA permit is obtained. When exactly that will be is undetermined. I've read a number of references indicating it will most likely take a few weeks to get.

Just ask wdfw same question and they state not open yet until noaa approves. My discretion is why post that the sky will open june1st to July 15 if it won't be approved for that time. This is such a bummer as I have already asked for the day off to fish the June 1st opener since February of this year. Such ridicule that we can't even fish for hatchery steelhead which has nothing to do with salmon and the tribes!!

Finally made it to my fav spot on Wenatchee and was chatting with a gentleman who informed me that the Wenatchee River is closed for fishing due to drought conditions. They are giving out fines. Beware. Told it was a NOAH thing. Minimum fishing on Icicle-pretty much behind Sleeping Lady Lodge near the Hatchery. Lakes and Columbia are still good. Going for the Chumstick Creek, Little Wenatchee and Mad River. Most of Western WA rivers look down, too.

ya I reckon within 1 month of them finally opening the rivers, they will be closed due to water being to low. it happened last year and will again this year the snow packs melted very early this year because of the warm night time temps.

Ive been following the water discharge levels every day and Im not seeing this. In fact Im seeing the opposite. There seems to be a substantial amount of snow at the high elevations and with some big rain coming in next week the levels could be at or most likely above the normal levels for at least the next 60 days. Im willing to bet for instance there will be discharge levels around 3500-3000 around the second week of July this year. Last year it was below 1000 with depth around 3-4 feet. It was AWFUL!!! Last year was such a fluke with El Nino.

This may be a dumb question but can you fish the wallace itself for kings? It does not have salmon listed in the regs and is rather confusing.

It is Not open to Salmon at all this 2016-2017 season from the looks of it. It would specifically state SALMON: the season open for them, then the rules if salmon were open on the river. I dont think the Wallace is ever open for kings. The mouth of the wallace downstream on the Sky is open for them, but from what Ive experienced this year most of them seem to be lock-jawed even when you find them. Always check emergency rules before heading out too and good luck out there!

Thank You... Saves me a phone call to WDFW today... Looks like I am driving to the Sky or Skagit :)

Skagit closed on the 16th for salmon, btw. Hit up the sky!
