Lake WA Juanita Bay Cutthroat Trout

I Plan on trolling this Bay for cutthroat soon, read about it a few times. What works this time of year? A spinner with a worm or a herring? Or am I better off with a rapala lure? I was thinking about trying a lure, with a fillet of herring tied to it.
Are they shallow or deep? Should I bring a side planner? Is there a spot to launch a car topper at Juanita Beach Park?

You can launch a car topper from Waverly park.

All depends on how far you want to carry the boat and how far you want to run. Downtown Kirkland has a launch you can drive right up to. Juanita bay at the park you'll have a small trek and a very shallow launch. I you don't mind dumping the boat off the street you can get very close to the water next to the park. If you get around the other side of the point there is a small unimproved launch just past St. Edwards.
