Gill Nets and animals

I'm a little angry and confused,today while out fishing in Sinclair Inlet.We seen what appeared to be a a drifting log on further inspection it was seal that was dead and wrapped up in gill net.The tribe tending the nets just cut the seal out of the net with all the net still wrapped around it.We went around the other nets five in total on the last net there was a sea bird not sure what kind it was but it was one of the diving kind.Stuck in the net still alive and freaking out with two other allready dead birds that where there so long they where decomposing and rotten realy bad.So I did what I hope most people would I took out my trusty pocket knife,and proceeded to cut the bird free from his certain death.I didn't butcher the net too bad even though I was mad enough too.I called 911 and got a number for animal control amongst a dozen others and no one knew who's "problem"it was.So frusterated beyond belief we covered the birds eye to calm him.Then succsessfuly released him to a nice warm beach,wich he sat there for about two seconds and took back to the water not to bad off.So my question is what would Ya'll do.Who would you call.
