west side of whidbey coupeville and keystone area fishing?

at this time of year what is good to fish for from shore in those areas? been tryin to figure if the black rockfish will be in a good mood for top water action?

Drifter, you won't find many blackies around Whidby. There used to be some migratory population years ago but over fishing and the loss of the kelp beds means very few blackies. You'll find them west of Seiku in big numbers. The rock fish that you usually find around the island are small coppers and they've been nearly wiped out.
