Winter crab license

I went to Big Five today to get my winter crab card. The person behind the counter said its free because I already purchased my license.I thought they cost money.
Licenses and endorsements are annual.
The reason for the split season on crab is so that the WDFW can process catch data from one season in order to set parameters for the next.
It is why you had until Sept 30th to return your catch record card from the summer season or face a $10 fine of sorts as they needed that data in order to set the winter season.
