People with certain ethnic backgrounds are known to snag and fish without licenses. The blatant disregard for the rules I saw this humpy season were 98% committed by a certain ethnic group, they never marked catch record cards which tell me they did not have licenses and the snagging.........Hepker wrote:i've seen a warden at the spokane street snag n grab bridge a number of times before i got tired of that place. he carded me once then ignored me the other times to focus on the "ethnic" anglers. i just laughed at the obvious bias regardless of the fact he seemed like a nice guy.
