From the WDFW Guide:
When fishing WITH BAIT, all TROUT
(except STEELHEAD) equal to or greater than the minimum size are counted as part of the daily limit
whether kept or released.

4/13/2012 9:10:00 AMI do believe your right. But yes he was using bait, and kept the four I saw him bring in. Would have said something but was out in the boat and he was on shore.
