Assorted cutties from this month most caught on 50/50 kastmasters, 1/4 -3/8 oz. ...flood, slack and ebb tides +/- 2hrs from high tides seems to be the most productive times. ...the one picture is what the cutthroat were feeding on, coho or chum smolt, any ideas? either way looks pretty similar to the lures I was using.

Since your area post is MA11, I would say chum smolt from the Nisq. The resident Coho and Cutties move closer to the delta this time of year as the chum smelt are migrating out.
If you catch any coho fin clipped you can keep two. Also, if you catch a adipose fin clipped coho and it also is missing a vent fin, please report the location and date to WDFW. They have been running a resident coho program out of Chambers for some time and want to verify it's working in order to keep it going. They mark the resident coho by clipping a vent fin and the adipose. Not many people fish for them, so they may end the program.
